US State Teachers Retirement System (TRS) rules
State TRS plans use defined benefit formulas: Years of Service Credit × Benefit Factor (e.g. 2.0% to 2.5%) × Final Average Salary (High-3).
In about 15 states, teachers do not pay into Social Security and are subject to the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO).
Worked example: US teacher retirement pay
A teacher with 30 years of service credit and a High-3 average salary of $70,000 in a plan with a 2.0% formula receives an annual lifetime pension of $42,000 (30 × 2.0% = 60% of $70,000), paying $3,500 per month.
